As the number of people using mobile phones for data services continues to increase, more and more travelers find themselves with exorbitant mobile phone bills. Users can easily limit talk time based on cost per minute, but data charges can be less straightforward, leaving users shocked when the bill arrives. The European Union introduced regulations capping text message costs and limiting roaming charges, but there is currently no comparable law in the United States.

Maryland Plaza, in St. Louis’ fashionable Central West End, is a restored and gentrified historic section of the city that now seems more European than Midwestern.
